Update, i got the secondaries to open up now and its freaking awesome. When my dad drove it he was so surprised and happy, he loved that deep rore of the secondaries. However i think she is not getting enough fuel once they open up. Since the carb was off a 350 chevy, i am going to upgrade the primary and secondary metering rods and jets. Also sometimes the tranny has a little trouble shifting to the next gear when in drive. Question, does the tranny thats in the 70 delta have any vacuum lines that control the shifting?
Fantastic, so what was hanging them up? The vacuum modulator on the passenger side just above the pan rail controls shifting at WOT. It requires direct manifold vacuum from the intake. Anyone of those ports directly in the manifold runners would be fine. Mine uses an 1/8 steel line from manifold to trans with vacuum line on each end to connect to the fittings, nothing fancy.
I mean the mounting surface on the transmission that the transmission oil pan mounts to. You'll see a canister with a vacuum nipple coming off it. It's held in with a bracket and a bolt. The question is, is it connected to manifold vacuum with hard line and no leaks present?

air valve tension is 1/2 turn from the point of the air valves just closing, on a BBO.
don't worry about the hanger at this point-i don't know why everybody insists on fooling with the hanger. these were for fine-tuning the secondary fuel mixture contour on a per carb. basis, as the carbs. required compensation for manufacturing tolerances.
the big thing is you only have part of the 4-bbl package. you still have small valves, probably a limper cam, and iirc, a lower CR.

Thanks Bill, im kinda on a budget right now so i'll try my luck at the junkyards and craigslist first. I also have a question for you and everyone else. On the second pic i took which is on the first page of this thread, i noticed this rectangular opening in the back of the carb with a hole in it. I looked up in my Doug Roe book and it says it is a HIC. It also shows a cap over it which i am sure i do not have. What is this HIC and is this important for the operation of the carb?
rochester cast the HIC cavity into all bowls, only the ones that used it were drilled to allow for it. many rebuilding companies routinely plug the drilled passages with lead during the rebuild process. there were also blank covers used during some years, it was kind of hit or miss. if the holes are drilled and no HIC is installed, that would create a vacuum leak to manifold vacuum and an unfiltered air leak into the air horn area.

if your HIC cavity is drilled to be functional, you would have a major vacuum leak there. try spraying carb. cleaner into the HIC cavity, if your engine speed changes dramatically , then we can discuss what to do. if the engine speed doesn't change, then you have no need to worry about it.
until you have the proper application-specific calibrations done, it will run poorly.
