It would only have California emissions equipment (smog pump and lines) if it was to be sold in California new.

Otherwise it would have been built to be a 49 state fed emissions car

Cars sold in CA for 1970 had the following equipment that was not required in the other 49 states:
...Special gas tank with a vapor return connection
...Carbon canister located at the passenger side front of the engine compartment
...Tubing from the tank to the canister
...Hose from the canister to the carb
...Hose from the canister to the inlet horn of the air cleaner assembly

Gary, my 70 Fremont built 442 didn't have any but was sold in TX.

Good point Adam, I could have been more clear in my explanation. The emission options weren't based on the fabricating plant but on the destination of the car. A Lansing car destined for a CA dealer would have received the CA emission option.

Also, the California emission charcoal canister is specific to that state, it had 3 nipples instead of 2 found on all others.

I hate CARB. That has to be one of the most ridiculous organizations to ever exist. They probably had good intentions for it when it was formed, but it has just become so political and it enforces rules that make no sense these days.

I bought my car from Texas and it was purchased new there so that would explain why there are no additional emissions on it!

Thanks for all the input guys!
