W45, w46 ?

I was looking here in the GM Media Archive:

http://gmheritagecenter.com/docs/gm-...2_Info_kit.pdf

On pages 232 to 236 they describe "special order performance packages" coded W45 and W46. The W46 includes the L77 engine normally used with the W30 package. The notification was dated 2/18/72.

Does anyone have any background information about these packages. What makes the W46 different from the W30? Were they ever offered? To me it looks like it's a W30 without the requirement of the 442 appearance package.
