At the risk of sending this thread into the weeds, I'll point out that even the federal statute only prohibits VIN tampering when done with intent to commit fraud. It is perfectly legal under FEDERAL law (and I make that distinction because state laws vary) to remove and replace a VIN tag "when reasonably necessary for repair". The legal trouble comes with the intent to commit fraud.

"alter a car's parts-makeup and appearance to precisely match another" that I have a problem with. You have to ask yourself why someone would want a certain model to be indistinguishable from another model that its not. The subject of this thread is a document that can help validate this kind of activity... so I agree with you.
Its worth it Joe. The OP did the Olds community a huge favor with this thread even if things get hot and it gets locked. As do others that post similar subject matter. It may help save a fellow car enthusiast misery and heartache.
