I get my stuff done by a local machine shop that's been in business over 30-years. They're extremely reputable. They're not cheap, but they build em' right. They built my '69 Olds 350 that's going in my '78 Cutlass. Some time ago, they built a 403 with 350 heads for a customer that cranked out about 500 FT LBS of torque. The customer stuck it in a front wheel drive Riviera! They're totally familiar with this type of build. I already have the heads (#5's) and guts of a factory 4-barrel '69 Olds 350, which I intend to use for the 403 build.

403 plus car
We have a good engine that comes with a car, it is in a Toronado and it was running when we parked it some time ago. The car only has about 80k actual miles. We are asking $500 for the entire car.
