How to block oil filter bypass

The disc that came out of the oil pass valve. It sits on top of the relief spring and seal against the hardened steel seal that arrows point to in next two pictures.

Does this need to be removed? It's held in place from being hit in four areas with a punch.

As you can see, the oil bypass spring is still in the oil bypass bore, is this steel seal what needs to be tapped or does it need to be removed so the bore in the cast aluminum adapter can be tapped for a pipe plug?
