I know nothing of a 49 Olds but on a 55 if you tighten or loosen the large steering wheel nut you can change the sensitive of the horn, that is if your insulating gaskets haven't deteriorated to the point there is no more smash in them , this may or not pertain to your problem but you might give it a look... The center button in the horn ring, that has the world under plastic, is removed by depressing it and turning it counter clockwise about one half inch then it should be easy to lift it out. You may have to use one of those thin rubber pads that you use to remove a jar lid. Good luck.

If this does'nt work, the only other way that I know of is to use a syringe and squirt laquer thinner around the outside of the chrome ring on the button (be very careful not to get any of the laquer thinner on the plastic face) . The down side to this method is that you will destroy the rubber donut under the botton that acts as the spring that holds the button in place and also acts as a vibration damper.
