Tcs solenoid

Can someone explain to me if the TCS SOLENOID on the transmission is necessary on my 68 400 transmission. It appears that P.O. bypassed it. Looks like they ran the wires that should go to the solenoid to the positive side of the coil. I took a picture of the two wires for the solenoid and the green one is fused to the yellow wire to the coil. The blk/or wire was ran to the coil also. It also appears to me that the solenoid is also the wrong one because the research I have done shows that this solenoid on here should be for a 350 transmission because it only has 1 terminal on it. I do believe that the 400 should have 2 terminals on the solenoid.
Was this the proper way to by pass the switch?

First, a 1968 Olds doesn't have Transmission Controlled Spark. Second, your TH400 uses a solenoid for the kickdown. That wire and connector are to provide power to the solenoid valve inside the trans when the switch on the accelerator pedal is closed at wide open throttle. Without it, the trans won't downshift.
