When my car shifts second the tire chirps

Seriously? You're asking without providing ANY information other than a TH-400. Size of rear-end, open vs posi, size of engine, RPM when shifting, WOT, radial vs bias-ply, type of car. What you are asking is nearly impossible to answer without appropriate information.

I was kinda trying to be funny, most turbo 400 chirp second when you lean in it alittle but this one just driving slight on the accelerator it gets about 1 foot chirp

Some of the factory performance TH400 had a pretty aggressive valve body calibration. Even those had to be mild enough that part throttle shifts wouldn’t scratch the tires on every shift. It sounds like someone installed a shift kit.
Are you wanting to tame the shifts?
