66 Toro steering column
What are you trying to accomplish here? Add tilt? Or have a column you can't find repair parts?
66 tilt option came only as Tilt-Telescopic. The only bolt-in option is a column from another 1966, 67 or 68 Toronado, and possibly 67-68 Eldorado.

Put an ad in parts wanted and visit www.toronado.org .
Yes, functionally the "tilt and travel" steering wheel is unique and possibly desirable. However, in my personal opinion, the standard (deep hub) steering wheel is so much more appealing from a design and aesthetics point of view - I've even had people at car shows comment similarly. Also, it's my usual observation that tilt-travel wheels have cracks in the outer ring, whereas the standard steering wheels are okay.

I did not realize the wheels were different until yesterday when my Tilt/Tele column came FedEX from French Lake Auto Parts for my 67 Toro. Sorry "Sgolds", I bought the only one that I have seen for sale in the last month!
I love a tilt column, so every time I buy a car without one, I put one in!The tilt/tele wheel is worse than the one that is in my car but mine does have a couple of cracks. A friend was over yesterday & commented how much he liked the standard wheel in my car.
God Bless
Bill

Steering column
I know that the steering column is an issue for all the ‘66 Olds….Besides the turn signal, horn switches and damn piano wire gimmick they originally designed, the plastic switches are now 56+ years old AND NO ONE HAS NEW ONES….. I hated to do it, but I replaced entire column with a “new” designed by “ididit”. Their engineering team worked with me since no one had ever ordered one before but they should have design in records now….I tried replacing switches with 3D printing, even casted some plastic at University of Tennessee kept snapping, I had three columns and couldn’t make one work…..still have three columns but internals are all junk ….
I have ca tilt telescope column from a 67. The only difference is that v the 67 has a small switch on the c side for emergency flashers. 66 did not have that feature. You'd have to fine a correct steering wheel for 66.
