What is it?

Hello. I have a problem with my automatic gearbox. If I start push accelerator I need waiting to car start to realy high RPM and if I push pedal to the metal I can't make a burnout. Oil is ok, I found one vaccum pipe (blue), but today I found something more (green):

Please, tell me what is it (green wheel).

The one in the green circle is a vent.
Make sure it has no restictions, 'dirt dobbers, etc.'
It is supposed to be open. Just like it looks.

The one in the red circle should go to your vaccume
modulator,'the rusting looking can in the pic.'
The problem you describe sounds like low
of fluid. Did you check it at operating temp, at idle
on a level surface?
