Air horn [lid] has to come off, at least.

beware that the spring grips the shaft by passing thru it, I mangled one trying to remove it w/o a clue.

upper air valve plates have to come off, to get the shaft out, involving grinding away the deformed parts of the screws, putting in new binding head screws when done, upsetting the metal so they can't fall into the engine.... Fairly involved process.

You'd be better off getting a rebuilt carb, for a lot of different reasons, or at least a good used one.
I went through 4 in a'86 305 sbc 220k mi. - primary throttle shaft leaks vacuum when they wear, in about 50k.

replacing the air valve wrap spring is not that hard, just loosen the set screw and remove the adjuster pin. you will have to remove the carb for this job, but that's all. the harder part will be finding the spring as the kit that it came in was long ago discontinued. the spring hooks onto a pin in the air valve shaft. you do not have to remove any other parts on the air horn assembly. now if you were talking about the secondary air valve cam, that's a whole different ballgame.

i think that at this time, a pic or two would be in order so we can be sure we're on the same wavelength.

It's the spring that keeps tension on the secondary flap
