Holley carb tuning question.

My question is about float adjustment. If I open the sight plugs on my float bowls I should be able to see fuel right? But shouldn't be running out correct? I believe I need to lower the rear float because some runs out when I open it. The front is opposite. Can't see fuel in there so I need to raise that one I'm thinking. What would having floats to high or low cause? Still learning. Please help! Thanks guys!

correct the fuel should just dribble out of the sight hole.

float to high can cause poor mileage and stalling at idle, float to low can cause starvation under acceleration.

im sure theres more but thats a start
