Cutty Stumbling.

I recently installed a new carb in my 67 Cutlass and now have issues. After driving 2 miles in 104 degree weather mind you I get home and turn it off only to feel it shut off and stumble like it wants to start again right away. Can this be a timing/fuel issue? In addition white smoke was billowing out of carb itself. I checked coolant levels, no white smoke out of tail pipe, and oil is clear not foamy. Any advice would help me eliminate issue.

Sounds like too much timing. Put a timing light on it and see where it stands.

Could be timing, or possibly your idle is to hi! The white smoke is just associated with your issue. When you solve that the smoke will go away!

It sound like a little bit of deiseling which can be caused by a to high idle, engine is running lean or high timing can cause it and probably the engine is rather hot because it takes quite a bit of cylinder heat to ignite the fuel charge with no ignition fire. If this all started with a carb change I'd be leaning toward the idle being high and a lean condition that can cause the cylinder temps to go up. Hopefully you have the old carb yet as you might need the the the jets and or metering rods.
