1966 Cutlass will fit, but not cover
I have 1966 cutlass/442 shrouds in my 66 starfire and 66 98. They are reproduced, so you can get em and they bolt up with two slots on the bottom and two bolts up top.
Olds (to my knowledge) only made 2 shrouds in 1966 and the cutlass one doesn’t cover the full width of big car radiators..
The Toronado shroud doesn’t fit either, at least not my cars.
i feel like they cheaped out on the A/c big cars. But a/c was a higher end option back then, so ok, ok.
To get full radiator core coverage, I’ll admit to an embarrassing ugly shroud hack: I zip tied a sliced drivers side portion of a later Toro shroud to the 66 Cutlass shroud. I also opened up the side of the Cutlass shroud with a dremel. 1 big shroud from 2 smaller ones. The whole thing is shimmed to the radiator core with D-shaped sealing rubber. So I’ve got full coverage and the maximum amount of cooling air is being drawn through the rad core.
It works, but I’m not sure it ain’t stupid. Eventually I’d like to fabricate something clean, but this has worked for 3-4 years now. Very backyard, shade tree work.

As the front ends changed for the big cars year to year, so did the radiator top plates.
From what I've seen, so did the shrouds. The shrouds were similar size & shape across the year, but the mounting points were different year to year as the stainless steel top plates they bolted to changed shapes.
The shrouds are a kind of plastic, so they're pretty easy to modify, but since OPGI and others sell '66 A body shrouds, why not start there?
I suspect the 69 can be made to fit, but it will require some modification to do so.
I recommend getting a '66 A body shroud that will bolt up and modify it if you like to cover the whole width of the 98 radiator. At least, that's more or less what I did. You could potentially go boneyard too from a 1966 88/98/Starfire, but by now most of these cars are gone, the only ones that had shrouds were A/C cars, and of those most of the top bolts-into-plastic are long since overtorqued to destruction -- leading again to modification.

Shrouded in mystery
Believe everyone in accordance that th quality of parts reproduced by beatin chineese labores close to death renders oem parts inexpensive & a bargain by the time one fits refits , locates details where olds had them instead of just anywhere , invents new curse words n take part out 4 test flight far as it can n thrown
Wish i had heard 1 good thing about repo shrouds..seriously

Desperate times upon me , hav decided to take up collection for th poor n unfortunate that hav no fan shrouds
I found 70% of a shroud in back yard where its been aging well for 20 years sincce sum bonaroo turned left in front of us
So who has cracked , broken , murdered pieces /parts of this particular shroud to part with whos prices could fit th budget?...
Th toro shroud is simular & fooled momentarily
