Have you tried your local auto parts store? A search at Autozone's website turns up several waterpumps, with or without A/C, for a '68 Cutlass with a 400 engine. Depending on which one you want, you may have to order it and have it shipped to the store, but that takes only a day or two usually.
I haven't tried NAPA, O'Reilly's, etc, but I'm guessing they'll have it, too.

Without A/C, you still need to address whether your car has heavy duty cooling or not. The "heavy duty cooling" option uses a 4-core radiator and the A/C water pump (original casting number 400269), whereas the 3-core standard radiator uses the standard water pump (original casting number 398681).
If you crankshaft pulley has slots for 3 belts, you could very well have the heavy duty cooling option. If it have slots for 2 belts, you probably have the standard cooling version.
