I have 2 of these panels already removed from the cars.
One has been drilled to save the floor, the other one hasn't.

 

You might try Joe V aka "azchevs". He cuts up cars and may have that section. Sierra Vista AZ. I had a '71 Supreme, traded it to a friend, might ? be able to cut out that piece still, as he wants the cowl / firewall from it for another car. Believe still have these latch/catch and lock cylinder pieces. Dave S. Las Cruces NM 88012.

One hart top was drilled out to save the floor, one isn't.
