For a 66 you need to clarify a little more as they were available either floor shift or column shift, and then you get into tilt-telescopic or standard.
If it's a Strato-Bench/column shift car you can use a column from any 65-66 full-size Olds with TurboHydraMatic. If you find a Tilt-Telescopic, if it wasn't originally a Tilt-Telescopic car you'll also need the jumper for the turn signal switch.
If it's a floorshift, you're limited to columns from same years Starfire and Jetstar I or one from the odd floorshift Dynamic or Delta.
How does a shop "lose" something the size of a steering column?

If it is column shift auto you are looking for I have a nice tilt column for it.

Column shift , standard, not tilt / telescopic. Entire assembly including steering wheel, shift and turn signal levers is needed.

I'm unfamiliar with the term 'strato-bench' but it is column shift, and has the turbo hydramatic 400 transmission. If it's a floorshift, you're limited to columns from same years Starfire and Jetstar I or one from the odd floorshift Dynamic or Delta.

Unfortunately, I suspect that it was deliberately taken. Parts for these old friends are very hard to find.

Strato-Bench seat is a bench seat base with bucket seat style backrests and center armrest. It was new for higher-line 1966 GM cars and was found in Olds Starfires, deluxe Toronados and Delta 88s; Chevy Caprices; Pontiac Grand Prix and Bonneville Broughams; and Buick Rivieras and Wildcats.
Curious what your interior color is? 66 Starfire Strato-Bench was limited to black, Parchment White and Bronze interiors.
Lot of people balked on a bench/column Starfire, but they didn't stop to think that the Strato-Bench was reserved for GM's highest-line cars. I don't think I've ever seen any bench seat 66 production figures, but with only 13000 or so total 66 Starfire production, they weren't all that common.
