1983-87 Toronado Steering Wheel
That time span is for (2) entirely different generations of the Toronado which did not share or use any of the same steering wheels.
3rd Generation Toro 1979-85.
4th Generation Toro 1986-92.
Assuming it's a "sport" style steering wheel you are chasing after here of that approximate time span :
The brushed aluminum 3-spoke fully wrapped wheel :
Standard issue on :
Toro XSC 80-81
Toro Caliente 84-85
Delta 88 Holiday 80-81
Cutlass Calais & 442 1980
Cutlass Calais 1981
Optional on other Toro's 80-85 & Cutlai 80-81.
A low-gloss satin black 2-spoke fully wrapped wheel would have been in a 4th gen Toro 1986+.
(uncertain how late year wise - lack of interest to be blunt)
The chances of finding the 2-spoke wheels are much greater as they had much wider use than the 3-spoke wheels.
Those were standard on the 85-87 Cutlass Salon & 442 - optional on other Cutlai.
I'd imagine you could still get one on an 88 Cutlass Supreme Classic as well.
Also available on the lower end Oldsmobile's too.
I snagged a taupe colored one years ago out of a Ciera.
There is also a partial wrap 2-spoke wheel 1982-1984.
Standard on :
1982 Cutlass Calais -brushed aluminum spokes.
1983-84 Calais & Hurst - low-gloss satin black spokes.
I would presume it was available on the lower end stuff as well these years - but my knowledge of anything below the RWD Cutlai line is pretty limited.

I am pretty sure that I have a used one of those wheels in good condition. However, the color is brown. I don't know if it is worthwhile to attempt to dye any of the components. You can email me at herbslegacy(AT)sbcglobal(DOT)net if you would like more information.
Thanks, Olmanwinter

What you're looking for is a one year only item for '81 Cutlass with Maple interior.
The 80-81 and 84-85 Toronado wheel will have a completely different horn button and is leather wrapped whereas the other is foam.
I've never even seen a leather Toronado version in Maple, only in Claret so I am not sure they even offered that wheel in that color for 81/84 for Toronado.
Maple was a GM interior color in '81 and '84 but not '80 or '85.
You are looking for a rare item to say the least...
Here is the claret version for the 1980 XSC, not sure if they carried this interior color into '81:
