Is the picture you posted just for reference or is that your dash? Unless they are broken or cut up for a modern radio, the lower dash can be cleaned & painted with good results using SEM interior spray paints. Most guys use SEM Landau Black and the silver detailing can be replaced with a chrome paint pen from Hobby Lobby.

Hey Rodney. It’s for reference. My dash was cut up by the previous owner for an aftermarket radio and I’d like to get it back together for a factory style radio to be installed.
