I am looking for a complete or almost complete 1970 Olds Cutlass 4 Speed Black console.

Get an auto console and buy the 4 speed adapter and convert it. That's what the factory did.

That is correct. All 3 types of consoles started out the same,from the same mold. If you have an auto console,just cut the opening,and add the boot assembly.
If you need a complete 4-spd console,I have them.
