Wheel Covers
I found these N.O.S. wheel covers on e-Bay last year. I purchased them for my '67 because I increased my wheel size from 14" to 15".

Here is one wheel cover that is a little worse for wear, currently listed on e-Bay... http://www.ebay.ca/itm/15-1973-74-75...43e75c&vxp=mtr (there are more listed)

Those are beautiful! Maybe the best looking wire covers ever made IMO. Believe it or not, back in 1990, I had an '84 Delta 88. Then, there were still quite a few old cars in junk yards here on LI. I found an exact set of those covers and bought them. I repainted the Delta complete, my first complete paint job, and put those caps on.....she sure was pretty!

Exception(s) being the 83-84 Regency Brougham (poss some 82's) & the 84 Royal Brougham LS.
These replaced a similar looking 78-79 FS wheel cover w/a skinny "Rocket" that lacked the locking feature available on the later ones.

Guess I share some blame here.
I wasn't trying to say the 98RB's & the D88 RBLS's didn't come with wire wheel covers.
In fact AFAIK ... they pretty much all had them.
My point was that those cars generally didn't use the 1980-1984 style wire wheel cover w/the larger center that Paladin31 posted.
They used the type like in the pic of the 98 you posted w/the smaller center.
Either type was of the locking nature.
It was the 78/9 ones with the thin Rocket's that did not lock.
(which look similar to the larger center 1980-1984 covers)
