So what were those used for and where did they go on a vehicle?
They were to eliminate possible static discharge (and radio noise) from the front wheel bearings. The bearing is the only ground path between the tires and the chassis. These installed between the castle nut and the bearing cap, providing a lower-resistance path.
It was perhaps the tires of the time that generated the problem. I remember them in full-size GM cars in the 1960s, Didn't realize they were installed in Cutlasses.
