It's a headlights-off delay system. Idea is to keep the car lights on after shutting the car off, giving you time to get to your house door and safely inside. Then the lights would turn off after a preset time.
Later versions were called Twilight Sentinel, which in addition to being able to set a desired time delay (orig Night Watch was not user-adjustable) would also automatically turn on the car lights at dusk. Handy gadget.
Now that you know what it does, how it works is a bit more involved. Most owners considered it to be magic!

Night Watch had a module/timer in the circuit. It connected to the oil pressure sender (idiot light) so that it would only work when the engine was off. Night watch was not compatible with the oil pressure sender for the Rally Pac gauges. I believe the option is shown and explained in the chassis manual.
Delay was set by an electronic amplifier/timer. System used oil pressure as a fail-safe to prevent the Night Watch from inadvertently turning off the lights while driving. As long as oil pressure was proven the system kept lights on. No oil pressure, NW would go into timer mode and do its magic.
You have to remember this was 1960s gadget technology. Cadillac first offered it around 1962 IIRC.
Oil pressure switch connection used a jumper harness. NW plugged into the oil pressure switch and oil pressure warning plugged into the extra lead on the NW harness.
