It's the linkage for the reverse lights. Runs from the trans to the column.

Thank you. So it is also part of the wheel lock?

This is the linkage that mounts on the Muncie trans and moves the steering column bowl into the reverse position to, not only light the reverse lights, but also enable the ignition key to be turned to the “lock” position.
