How or who can restore the white circular striping on these?

 

The factory used a brass mask to do it. I've never seen one for 53-55 caps, so as aggravating as it is, tedious taping and painting is about your best option. Make sure to use quality masking tape. You should be able to find some narrow enough at a good body shop supply.

 

Yeah..I've seen those for the 61-62 starfire caps... need to find someone good with an airbrush

 

Would a skilled pin stripe artist work? I don't know how wide the stripes you need re-painted are but that may also be an option.
