Best way to paint hood louvers 72 Cutlass S

My hood louvers are a cream white with chrome/silver tops.
Im looking to paint the grooves black and refinish the tops in a nice shiny chrome.
What's the best way to prep and do the job?
Paint, what kind and how to refinish the tops to a new chrome look?

Scuff the areas between the rails on the louvers, clean with a paint prep and let dry. I'd use a quality rattle can of your choice. Quickly spray 1 at a time and then go over the raised edge lightly with a rag stretched over a couple of finger tips dampened with acetone. Not soaking wet to drip and run, just keep wiping until the paint is off the raised flat portion, then let dry.
