Wheel covers/hub caps

If they're the 1962 spinners, you should see a lip at the center back side of the cap. The smaller end of the clip fits onto this. The clips then "dangle" for lack of a better word until you put the cover on the wheel.
You will then see that the other end of the clip fits into the recess on the wheel. Arrange the clips so that all four (maybe 5, long time since I fooled with these PITA wheelcovers) fit into the recess, spaced evenly all around the wheel. The cap will be a couple inches away from the wheel all way around at this point. Then you "snap" the wheelcover against the wheel until it fits flush.
If you have long valve stems on these wheels, be prepared for a round of swearing. They're designed to work with shorty valve stems- you did notice there's no valve stem hole, right?
Yup- Oldsmobile at that time was obsessed with a smooth appearance and no visible fasteners. 1957-63 Deluxe wheelcovers used these aggravating clips.

Whew...
So glad I missed those God-forsaken things by a year.... My friend has a '59 Super 88 drop-top and he has invented new cuss-words when he deals with his, which is as seldom as humanly possible....
