W.i.W. 70 442

my friend has a neighbor with a 70 442..in his garage for the last 12 yrs
its in need of repair ..but a pretty solid rust free car...
it has a fiberglass hood with the 2-ish scoops..(is this factory?)
pretty complete..
what are the ranges of value of this car?
its a 4 flat tire..needs paint and thorough cleaning type car..
that runs....
what are some key things to look for as far as authenticate.....?
is there a series of nomenclature on the vin...that i can give him to look for to verify its a 442...not just a badged cutlass?
what would that be..
also any options to look for ...that might decrease or increase its value.
this is all based to give the guy a realistic offer for purchase.

he wants to make the guy a fair offer....just dont know
what a fair offer is...?

No replied because it is hard to put a value on a car without seeing it.....price ranges go from Barrett Jackson insanity down to who knows what...Surely the owner has a value in mind and that should be a starting point....Should your friend insult the guy with a 1000 dollar offer?....Maybe he should "cut his throat" and offer !0 G's?....It is very difficult and in my opinion let the owner set a price then start negotiations...
