Power windows

My rear passenger side window would not go down. So i checked it out and seen the 2 bolts that connect to the plastic tab wasnt connected. So i connected those and then attempted to operate the Window.

When i let them either up or down, the regulator (i think) makes a loud kind of grinding noise. As if it cant go up anymore. I looked at my driver side passenger door and the regulator tape is longer than the one of one the rear passenger. Do you guys know if i just need longer tape or do i need a whole new regulator? What could be the problem?
And the window only goes half way up.
