So, I'm gonna show my ignorance here. After spending hours chasing wires, ordering and changing bulbs, reading the CSM, etc., I FINALLY discovered that if I pulled the light switch out half way, both lights come on and work perfectly. I have too much to learn! Speaking of, I noticed every other 67 98 convertible with the red center medallion has the rocket emblem. Mine doesn't. Did they ever just make a plain red one? Seems weird.
