th400 speedometer port, or no?

So I have a TH400 of unknown vintage and from reading around I see that they can have the speedometer port milled and plugged or not milled at all.
Can anyone tell me from looking at this picture if mine is milled or plugged?
If not, anyone know an easy way to tell one from the other?

Oh, the only other info I have on the th400 is that it is a mid-tail.

One more question that will highlight how much I don't know... There is a plate on the passenger side, opposite there the speedometer housing is, that is held on with 4 bolts. What is that?

Your case is not machined for the speedo drive at all, so obviously it came from a 1965-70 Olds full size. What you call "mid-length" is commonly called long tail. The tail housings are short, long, and really long, but those latter were only used in trucks. Your "long tail" is also consistent with a 65-70 Olds full size. The four bolt cover is for the governor.

That might mean that it came with the engine then, the engine was from a 68 Toronado.

Any idea what sort of options I have?
Can it be machined? If so, any idea how much that normally runs?
Is there anyway to run it off the yoke or driveshaft?

I did see some standalone gps speedometers so push come to shove I may just have to resort to that for a while.

The Toro is FWD and uses a TH425 transaxle. This TH400 is from a Delta 88 or Ninety Eight.

It can be machined, but it would be far less expensive to start with a different case. A GPS speedo it your only other viable option. The 1965-70 Olds full size cars ran the speedo cable from the left front wheel, not the trans.
