Replacing fuel sock

I'm new as far as posting on this site. I have a 67 442 and I have been doing some work on it for the last 3 months. I've had the car for about a year and just now have some money to redo some things.

I have had the gas tank refurbished and see that the old original fuel sock is falling apart. I have a new sock (from Year One) to replace it but don't quite know how to replace the old one. I have a couple of pics to show. I don't know how to get the old sock with the metal ring at the top of the sock off of the metal tube or if that is how you do it. This is my first time to do such a repair and I don't want to damage anything. Any info would be appreciated. Thanks.
