Hello and welcome.

The first thing your data plate tells us is that your car is not actually a Cutlass. The "31" in the "64-3169" line indicates F-85 Deluxe. 30 was base F-85, 31 was F-85 Deluxe, and 32 would indicate F-85 Cutlass.

Another thing. The red car in the one photo is a '65 Cutlass, not a '64.

Anyway,

64 = 1964
31 = F-85 Deluxe
69 = four-door sedan
BF = Fremont, California assembly plant
1178 = Fisher Body sequence number at that plant
TR 923 = blue cloth and vinyl interior

Not sure about the paint codes. A single C indicates Provincial White body color. The second C might indicate wheel color, also Provincial White to match the body? The A indicates Ebony Black upper body color.

A49 = front seat belts with retractors
B70 = instrument panel pad
B90 = door window moldings
1D = fourth week of January 1964 production date

As far as I know, the numbers at the lower right (8937) and upper right (3-2) don't decode into anything.

As far as the VIN

8 = 8 cylinder engine (330 V-8)
1 = series F-85 Deluxe (would be a 2 if the car was a Cutlass)
4 = 1964
F = Fremont assembly plant
007885 = production sequence number at Fremont

Well I say it is a '64 but has a '65 front clip. May have been in a wreck and could not find a '64 front. It for sure is a repaint. The paint on the door jam plate of which should be none painted aluminum.

Other wise looks to be a nice two door sedan. A very nice car to have.
