Victorville is on I-15 northwest of LA. I don't know the implications of a title where DMV considers the car non-operational. I wouldn't send money until someone reliable checked out the car. Moving the non-operational car 3000 miles is a big job, but if you realy want that model Olds, it may be rust free (but is it dent and bondo free?).
Nice car and if you're looking for something like this do it. Just beware of the disc brake cars. The master cylinders are very hard to find. I've been trying to finda good one for quite a while.

Overall, these are big land yachts with a great ride. If it had the original motor it would also have plenty of power. The seller says it needs a complete resto? If it's in anywhere decent shape I would want more than that for it. Look carefully, this could end up being a 'parts car'. The pics don't really show good details. You're a long way from CA, do you know anyone who can look at it for you?
I believe the "non operational" thing is a way of keeping the papers current but saving money on the registration.
CA has some sort of a thing where it has to be registered all the time or the new owner has to pay the old owner's back registration fees for however many years it wasn't registered (seems logical, right?
), so there's a "non-operational" option that's cheaper than an actual legal registration. Anywhere else, it would just be sitting in the yard with an old title or registration waiting to be signed away to the new owner.
The "pink slip" is what Californians call their title.
Car looks like it has potential, but I'd take a close look first.
