They were issued each year a couple months prior to new car introduction to familiarize the dealer service departments with any changes from previous year. The full CSMs came when the cars hit the showrooms.
It's not an essential service pub for our needs 50 years later, but it is a nice piece to have along with transmission and air conditioning parts requisition booklets.
