interior side panels

I'm redoing the rear seat interior side panels with opgi pieces in my 1968 Cutlass Supreme 2dr ht. The replacement parts have a thin foam piece, then a piece of a type of visquen then the outer piece of interior stuff. Do I glue the foam down then glue the visquene to the foam then the outer piece to the visqueen? The majority of it is not adhered to the card board and my side panels have the curved metal piece that go into the rear package that I have rivited to their new cardboard piece.
