Floor pans surface rust and paint

Hello people, I'm currently working on the floor pans of my 73 the original carpet padding ect was beyond saving so I have roped it all up. Glad I did cause the low spots were beginning to rust! Nothing has eaten completely through just surface cancer.

Few questions.
1 does rust stop solution work?
2 what do you recommend using for sealant where all the seams connect. GM used some sort of caulking?
3 what type of paint do you all recommend using once I've addressed the rusty spots?
4 where's the best place to order padding + carpet to place in my 73 cutlass S optioned 442?

Thanks just figured I'd ask ppl who have done this before.

I had planned on using rustoleum primer and gloss black rattle cans to paint unless otherwise directed. Wondering if painting floor pans black will be a bad idea for heat purposes. The interior is all black.

I would consider Por-15 products. If directions are followed it will stop and prevent rust from growing.
