Are the bulbs under the blue plates the color blue? if so where would i get them? I have white in there now and it looks a little weird.

they are white which is the reason for the blue covers. the blue is there to tone down the white light.

You must be referring to the "floodlights" for the lower dash controls...

Often those blue plastic covers turn a greenish color over age.
If the plates are missing, they could be easily made with colored plastic stock.
The bulbs themselves are std 194's and can be replaced by removing the gauges.

White LED replacements will have enough of a bluish tint to possibly match the gauges (if they look like they should...) without the use of the blue plates.
