I need to clean up and refinish the bases for a 70 442 with 4 way bucket seats. Where would I look for the proper paint to match the parchment/ white color?

 

take one of your new covers to an automotive paint supplier and have them match it.
They have a tool with an electronic scanner, it will come up with a very close match.
be sure to tell them its for plastic, the paint may need different properties than paint for metal.

Since the original panels were molded colored plastic, so there is no paint code available to put it back exactly as it was.
