Got some questions on the cowl tag and engine id number trying to decode the cowl tag using internet guess have to buy a parts book and wondering why my engine id number starts with a 4 pics included

That is pretty clearly a factory screw-up. The "4" would signify Buick, but the rest of the VIN derivative matches exactly, so clearly someone grabbed the wrong stamp on the assembly line. It's an Olds block and Buicks did not use Olds motors for the 1970 model year. "G" is Framingham, MA, which built Buick and Pontiac A-body cars in addition to Olds that year.

ST 70 = 1970 model year
33277 = Oldsmobile (3) F85 (32) Sport Coupe (77)
G = Framingham, MA assembly plant
23201 BDY = Fisher Body sequence number
TR 902 = green bench seat interior (F85 pattern)
48 A PNT = Sherwood Green (48) with white (A) vinyl top
10D = built fourth week (D) of October (10) 1969
