Rag joint ground wire

Rag joint ground wire

I searched for possible answers to this but couldn't seem to find anything.
Does anyone know if the ground wire on the rag joint for power steering on a 70 cutlass is needed. I got a new one from year one and it doesn't have one so wasn't sure if its because its aftermarket or not.

The horn button grounds through the steering shaft, so yes, the wire is needed to ensure that circuit is completed. Without it the rag joint is a pretty good insulator.
