Yes, The short one is for the driver side to clear the brake booster and the long notch is for the passenger side to clear the A/C housing. Even if you did not have A/C or power brakes this is what came on the big block Cutlass and 442.
The 1967 big block cars used only one notched cover, on the driver's side, to clear the new-for-67 larger brake booster. The A-body redesign for the 1968 model year brought a different A/C box design, which required a notched cover on the passenger side also. These covers are all the same for these years, though I believe only the H/Os got chrome.
