Steering Column mounting issue

I'm installing my tilt column in my 72 Cutlass Supreme and as I tighten the two nuts that hold the column in place at the dash its favoring to one side no matter how much opposing pressure I place to counter this movement. It is so severe that the collar is resting against the dash and scraping my fresh paint job. Anyone have any suggestions? I also have the firewall bracket very loose at the moment as well.

they have shims from the factory they are wedge shaped to help do you have then?
