I've bought speedo cables (upper and lower for Cruise on my 72) from an ebay vendor called Belair2door
Heres a current listing from ebay. You can contact him and let him know your needs. He probably has it or can custom make it for you. I'm really happy with the cables I got. Pricing was good, shipping was fast, and quality matches GM.

Bruce, are you looking for just the cable inside the housing or the whole setup? I'm thinking your car has the speedometer cable to the front wheel rather than the transmission. It may be harder to come by due to that. John

All the speedo cables I can find for 98's are for cars with Cruise. I can't find any for cars without.

I think the front wheel cables have a fitting that threads into the front spindle. If my memory is right that will be a special piece that may not be easy to replace without getting an original one. John

You are right John , the cable goes to the front left wheel hub and the car does not have cruise. Another problem that I have is that the needle broke off. yep it is lying at the bottom of the speedo and from what I can see it broke off and did not come off. I am not really sure of how to fix this problem. Will I have to replace the whole speedo guage?
