the "0649" part means it was born on day 064 of 1969, if that helps.
Usually the number begins with "70" but for some reason "70"-less units are pretty common for 1969, and ONLY for 1969. So, if you want to google for more details, pretend you have the "70" and look up "7029251 carb"

I would say that carburetor is of more than just "normal" demand, if there is a normal demand. It was used on 1969 4-4-2 models with automatic transmissions (except the W30 and W32 variations), as well as all 1969 Hurst/Olds. It is the same as the 7029251 carburetor. I don't know the difference in why the "70" was dropped on some of the quadrajets for the '69 model year.
