Painting SSII Center Cap sides - paint choice?

Painting SSII Center Cap sides - paint choice?

I'm refreshing a set of '70 SSII wheels and have the center caps off to polish and paint the sides. I found a really close color match in the Summit Cast Iron spray can for the flatter gray color between the chrome spokes of the cap - however a day later the paint flakes off with the slightest touch. Where the original and faded paint remained, everything sticks fine. It's the edges and worn areas that need sprucing up. Those who have successfully repainted these center caps, what did you use?

I bought some Rustoleum industrial grade paint from Grainger that is a near perfect match for the silver accents on our cars.
The PN is Rustoleum #1614830 Dull Aluminum 12oz. spray can

Of course you should use a good wax remover-degreaser to clean them. I would scuff the slots with a scotchbrite pad just a little.

They are fully cleaned and buffed - actually completely finished, when I noticed the paint flaking off. Old lacquer paints had no problem sticking to these surfaces. Newer products just don't have the chemical bond. I hate the thought of masking these off to spray again...ugh!!! I have 8 for two sets of wheels.
