Holley 4175 Spreadbore ?

Does anyone know what the lever that opens and closes something (that I'm not familiar with) on the primary fuel bowl is used for? See the attached pic

It appears to be a vent for the bowl similar to what the quadrajet uses.

Is the lever and contraption even needed since the there is already a bowl vent tube (one for pri and secondary bowls) that sticks up on the main body.

Wouldn't be there if not needed!
Those spread-bores were very finicky - don't mess around with it too much!
I got a brandy new one in my storage - don't know which one, though.
