Yea, i would say carefully remove it and ditch it.
Looks like it was a suction cup mount for something that did not stick, so the owner then slobbered glue all over it.
Over the years, it had probably turned very hard and solid...

Thats a thing-a-m-jig. Only used on very rare Olds. Have only seen a few of these. Save it for a re-install when you sell the car. Don't forget where you put it. worth a lot of money in the future.

I am pretty sure it is a thing-a-ma-bob. It is really hard to tell the difference from a thing-a-ma-jig which is smaller, Other than size, they are the same but never came from the factory. Sell it to somebody with a Ford.

Check the numbers once you remove it and make sure you take detailed pictures so it gets put back in exactly the right spot
