It means that you've found the VIN.

8 = Eight cylinder engine
2 = F-85 Cutlass line
4 = 1964 model year
F = Fremont, CA assembly plant
014348 = assembly sequence number

That's all the info included in a 1964 VIN.

How do I find out how many were convertibles with ac, pb, PS?

You can't.

You can probably get the production numbers for convertibles, but beyond that, the info no longer exists. Oldsmobile purged these paper records decades ago. People have made estimates based on average production rates for various accessories, but those are just estimates, not real production numbers.
